China's Largest Solar-Hydrogen-Storage Project Brings Battery Plant Online

Overview

On October 14, the 60 MW / 120 MWh battery storage plant paired with the 400 MW Guohua Rudong solar project—China’s largest tidal-flat solar-hydrogen-storage integration project—was officially commissioned. With both the solar and storage blocks now operational, the “generation-storage” link is complete; only the green-hydrogen production unit remains before full integrated operation.

Located on reclaimed tidal flats in Rudong, Jiangsu, the project is China’s first to combine PV generation, hydrogen production and storage in one “comprehensive energy use + coastal ecological governance” scheme, and is part of the third batch of national “shagehuang” (desert, gobi, wasteland) large-scale renewable bases. It pairs 400 MW of PV with 60 MW/120 MWh of storage and a 1,500 Nm³/h electrolyzer.

Background & Interpretation

1. Industry Background and Policy Context

In building a new power system, storage is seen as the key to overcoming renewable curtailment. As desert-base wind and solar scale up, their intermittency raises the bar for grid balancing, making “solar-storage” and “solar-hydrogen-storage” integration vital for utilization and local absorption. National policy anchors the shagehuang bases as a transition priority, with the “six networks” emphasizing source-grid-load-storage coordination.

2. Core Drivers and Mechanisms

The commissioned plant uses 27 battery containers of 5 MWh each, 13 converter-boost prefabs of 5 MW and one 2.5 MW unit, delivering about 120,000 kWh of peak-shaving power daily. Its logic is flexible “charge in valleys, discharge at peaks”: surplus solar charges batteries when grid absorption is tight; at demand peaks the batteries discharge while hydrogen loads yield to the grid.

3. Market Structure and Industry Impact

Once the electrolyzer runs, the project will produce about 482 tonnes of high-purity green hydrogen a year, closing a zero-carbon “green power to green hydrogen” loop and forming an efficient “power-storage-hydrogen” composite. Versus plain solar-storage, using hydrogen as an elastic sink plus fast response and long-duration storage lifts overall efficiency. Rudong now hosts nearly 8.3 GW of new energy capacity; the project advances its source-grid-load-storage-hydrogen system.

Implications & Outlook

Near-to-medium term, such pilots will keep validating “generation-storage-hydrogen” engineering on complex tidal sites. Watch electrolyzer commissioning, green-hydrogen off-take commercialization, system coordination/OM cost, and replication across shagehuang bases.

Takeaways for Industry Participants

Developers can adopt multi-timescale solar-hydrogen-storage systems to lift absorption and returns; grid operators should lean on smart-dispatch platforms for real-time generation-storage-load monitoring; industrial hydrogen users should track nearby green-hydrogen cost and reliability to plan zero-carbon energy early.
