State Grid Projects Selected for China's First Landmark Application Scenarios

Overview

On October 20, the National Development and Reform Commission and related ministries unveiled the first batch of 136 landmark major application-scenario projects. State Grid Corporation, as lead or participant, had more than ten scenarios selected, spanning high-renewable-penetration accommodation, compute-power–electricity coordination and green-industry synergy. Three led by State Grid stand out: a gigawatt-class renewable project serving Beijing-Tianjin-Hebei green transition (grid-forming VSC-HVDC, wind-solar-storage active support and aggregation); a novel grid platform for distributed new energy and behind-the-meter storage coordination (nine sub-scenarios including near-zero-carbon building solar-storage synergy); and a hundred-kilometre-level grid-connected microgrid chain supporting continuous highway energy replenishment.

Background & Interpretation

1. Industry Background & Policy Context

Application scenarios are comprehensive carriers bridging “technically feasible” to “real-world usable”. The first batch covers five categories—new frontiers, industrial upgrading, sector applications, social governance and livelihood—with 25 led by central ministries, 21 by central SOEs and 90 by local governments. They are designed to pull innovation and industrialisation together and accelerate new-quality productive forces.

2. Core Drivers & Mechanisms

High renewable penetration creates accommodation and stability challenges; grid-forming technology, solar-storage coordination and compute-power–electricity coordination are the keys. The latter couples AI compute loads with distributed solar and storage, delivering green power straight to data centres with millisecond storage support; solar-storage coordination uses feeder-level storage to ease reverse overload and voltage swings from distributed PV. Microgrid chaining offers a new paradigm for transport-energy fusion.

3. Market Structure & Industry Chain Impact

As the grid-platform owner opening scenarios, State Grid benefits storage, PV, flexible HVDC, virtual power plants and energy-management-system vendors along the chain. Provincial utilities’ jointly declared scenarios—city-grid/rail inter-support, quantum situational awareness, hydro-wind-solar-hydrogen multi-energy complementarity—provide real test beds for frontier tech and speed up integrated innovation.

Implications & Outlook

The first batch will accelerate renewable accommodation and compute-power–electricity coordination from pilot to scale. Watch the cost curve of grid-forming equipment, green-power accommodation policy for data centres, and local funding support.

Takeaways for Industry Participants

  • For renewable and storage firms: track State Grid scenario openings and secure supply-chain and pilot positions.
  • For compute and data centres: explore direct solar-storage supply and compute-power coordination to cut energy cost and carbon intensity.
  • For local governments and investors: build industrial chains around the scenario list with policy and capital alignment.
