Overview
On November 6, Shaanxi Daily reported that the Xixian New Area power supply company, in its source-grid-load-storage integration demonstration park, deployed a smart energy unit as an IoT hub linking generation, grid, load and storage. It perceives and coordinates distributed PV, storage and V2G chargers in real time: when solar output is high, the system routes power to storage or EVs; at peak demand, V2G-capable vehicles and batteries discharge to support the grid.
The park achieves 100% green-power self-consumption, about 120,000 kWh of annual green electricity and 117.6 tonnes of CO2 reduction; storage uses a two-charge-two-discharge strategy, shaving roughly 140,000 kWh annually. Xixian has piloted a virtual micro power plant at the Beidu substation, aggregating 59 enterprises with over 50 MW of theoretically adjustable load.
In June, the NDRC and NEA’s 15th Five-Year Plan for the new energy system included EV storage resources in the power-system blueprint for the first time, calling for smart ordered charging and scaled V2G.
Background & Interpretation
1. Industry Background and Policy Context
Surging EV ownership turns vast onboard batteries into distributed storage. Converting EVs from transport into flexible grid units is a key path for new power systems to absorb renewables and buffer volatility, now embedded in top-level design.
2. Core Drivers and Underlying Mechanism
V2G lets parked EVs interact bidirectionally with the grid via two-way chargers—charging off-peak, discharging at peak, earning revenue from peak-shaving. A smart platform aggregates PV, storage and chargers into a virtual power plant, turning dispersed adjustable load into a dispatchable reserve.
3. Market Structure and Industry Chain Impact
The V2G chain spans automakers, charging operators, grid firms and aggregators. For the grid, it defers local distribution upgrades; for owners, peak participation offsets costs; for automakers, V2G capability is a differentiator. Scaling is still constrained by retrofit costs, business models and user willingness.
Implications & Outlook
As an energy-exporting province, Shaanxi faces only localized, short-term tightness, so V2G should be built where it fits rather than everywhere. Watch bidirectional-charger penetration, aggregator dispatch capability, and price/subsidy incentives for owner participation.
Takeaways for Industry Participants
For grids and operators: pilot aggregation in tight-load areas first, proving the model. For automakers: embed V2G in vehicle roadmaps to capture the flexible-energy entry point. For parks and industrial users: use micro-grids and virtual plants to cut energy costs and raise reliability.
